This report examines the roles and capabilities of the US armed forces to inform effective allocation of military resources. It describes key features that influence defense policy, discusses the military purposes of armed conflict and provides categories to identify troop types and their roles. The report suggests changes to the organization of the Department of Defense and in the roles and functions of military services. It discusses the implications of these proposals for the structure of US forces and its military budget.
