This report examines the state of the Ethiopian experiment in ethnic federalism. The report outlines the nature and character of the Ethiopian state as a federally administered and ethnically defined multiparty state. The report emphasizes the lack of political openness and dialogue between ethnic counterparts in federal and local structures and the government's seeming unwillingness to cede power to competing elements. As ethnic self-awareness grows, the government needs to find ways to accommodate and channel grievances of other ethnic groups and to do so within a thriving multiparty democracy, the report posits.
