This paper comments on the Shanghai Cooperation Organisation's Peace Mission 2009 counterterrorism exercises. The authors argue that this joint military training manifests the growing collaboration between China and Russia. According to them, both face the threats of separatism, extremism and terrorism in Xinjiang and have a common desire to improve stability in the region.
