This paper examines a dispute between Pakistan and the United States over Harpoon missiles. The author argues that this dispute could delay or even derail the US' legislation to provide aid to Pakistan. He concludes that, given the nature of mistrust between the two South Asian neighbors, Pakistan will continue to find ways and means to match India's superiority in weaponry.
