This article examines the Russian position toward surplus emissions under the Kyoto protocol. In light of the Copenhagen summit, it reviews Russia's surplus and hints to its likely strategy. The paper outlines possible strategies for European delegations to the summit and discusses the likely Russian answer and outcome for each of these. The authors propose a high-level strategy to publicly engage Russia on the topics in order to avoid a scenario whereby the Russians "abstain and abduct."
