This paper analyzes the government of Gurbanguly Berdimuhamedow in Turkmenistan two years after he replaced the late Saparmurat Niyazov as the head of the country. In particular, it reviews the evolution of domestic, foreign and social policy under Berdimuhamedow. The author argues that, as the new regime stabilized, it became more and more focused on the figure of the new leader and has thus so far failed to undergo any meaningful liberalization.
