This occasional paper addresses the regional context of the Caucasus and Central Asia within the framework of a wider Europe. The author analyzes the policies of the EU towards the Caucasus and Central Asia and examines their past effectiveness. The paper also examines the possible future role of the EU in the development of the Caucasus and Central Asia.
