This publication examines key lessons that can be drawn from earlier efforts at conflict resolution in the Democratic Republic of Congo (DRC) and notes the missed opportunities that continue to challenge current efforts to achieve a durable peace. The paper's main argument is that the DRC-Rwanda relationship is the critical factor to resolving the conflict; as long as it is neglected, peace will not last. The author provides a short conflict history before discussing various attempts at peace negotiations, such as the Inter-Congolese Dialogue. She also highlights the peace and justice dilemma in the DRC and identifies key challenges for building a sustainable peace.
