This occasional paper discusses and analyzes the European Union's policies towards Russia, Belarus, Ukraine, and Moldova since the fall of the Soviet Union. The author states that the EU's policies towards the former Soviet countries were conceived at the same time as the European Common Foreign and Security Policy (CFSP) was developed. The paper explains that generally the European Union has approached each of the four former Soviet countries individually and with individual policies, but that during the process the EU has not always been able to easily turn its economic or financial strength into political leverage for achieving its objectives.
