This commentary argues that the catastrophe caused by Typhoon Kestana on the Philippines' capital Manila reflects a huge gap between rising vulnerabilities and preparedness at the national and regional levels. The authors emphasize the importance of strengthening the area's disaster preparedness and of building societal resilience in the face of rising climate-induced vulnerabilities.
