This report describes how relations between Japan and North Korea continue to deteriorate due to concerns over Pyongyang's nuclear weapons program and past abductions of Japanese citizens. The report explains how efforts at normalizing relations between the countries have faltered due to Pyongyang's unwillingness to give up the nuclear weapons program. It argues that the prospect of normalization with Japan is one of the incentives that can be offered to North Korea to end its nuclear program.
