The report argues that the US, Europe and Russia face the same key challenges, namely global terrorism, proliferation of weapons of mass destruction (WMD) and the threat of instability in the broader Middle East. The author outlines some initial steps taken to foster cooperation and presents specific recommendations for building trilateral cooperation against the above mentioned challenges.
