In 2000 the EU set the strategic goal of creating a more competitive economy through increased investment in research and development. The paper concludes that in the short term and up to 2010 the increase in the labor force participation of other social groups cannot be achieved without the expansion of employment being accompanied by a temporary slow rise in productivity.
