This policy brief examines five unresolved ethno-secessionist conflicts on Europe's southeastern periphery in order to identify a logic in the EU's search for conflict resolution. By means of a conceptual framework the author identifies three different models for how the EU deals with unresolved conflicts and points out that the EU has still a long way to go to become a consistent contributor to conflict resolution.
