This policy brief examines the possible impact of the decisions taken at the December 2004 European Council meeting on the process of EU enlargement. The policy brief describes how these decisions relate to the EU membership applications of Bulgaria, Romania, Croatia and Turkey as well as the future of potential EU candidate Ukraine.
