This paper focuses on the impact of small arms availability on civilian populations, and discusses the options available to the humanitarian community to address this issue. The paper recommends itself as a guide for where agencies can be most effective in the run-up to the 2006 Review Conference of the 2001 UN Programme of Action on Small Arms.
