This publication examines the implications of the 7 July 2005 terrorist attacks in London. The author states that following the bombings, London must be viewed as both a base and an operational target for terrorists. This is because the "covenanant of security", according to which native Islamists have refrained from attacking targets within Britain, has collapsed with the emergence of new anti-terrorism laws and the unwavering support for the US-led campaign in Iraq.
