This briefing paper discusses possible political consequences following the government elections in Germany in September 2009. The author notes that the elections represent a clear shift along the political spectrum and will lead to a more fluid and less predictable party system. He questions whether the elections indicate greater public support for change and reform, and whether the new government will have enough determination to tackle Germany's long-standing problems. The author concludes that Germany is unlikely to witness a liberal dawn, as the electorate did not vote for radical change.
