This paper examines the impact of the first official and comprehensive European Security Strategy adopted by the European Council in December 2003. Firstly, the author analyzes both the longer-term and the immediate background to the commissioning and production of the ESS. She then provides a step-by-step analysis of its contents, and explores the short-term arrangements made and steps taken for follow-up of the ESS. Lastly, the paper discusses the significance of the ESS and its possible impact in the medium to longer term.
