This briefing notes the danger that continued military rule poses to national stability in Guinea with reference to events of September 2009, and provides an exit strategy for those involved with the military government. Regarding unlawful killing, the paper summarizes and analyzes the events of 28 September 2009 and their aftermath. It assesses the breakdown in political dialogue leading to a peaceful democratic transition, and the impact upon the greater region. It concludes with a two-phase exit strategy requiring the involvement of the UN, the African Union and the Economic Community of West African States (ECOWAS).
