This brief examines Pakistan's security situation and contrasts the threat of terrorism with a populist debate focused on the conditionality in US aid to Pakistan. The author argues that the real threat to Pakistani sovereignty is posed by the terrorists, not by aid conditions imposed by the Kerry-Lugar bill.
