This paper examines the issue of arms transfers to Asia and Oceania, particularly as it relates to a global arms trade treaty (ATT). The author notes that as the biggest arms importing region in the world, marked by ballooning military budgets, varied transparency and rising tensions, the region is key to the success of an ATT.
