This paper examines the key themes and issues that have compelled or constrained the distinctive phases and emphases of US foreign policy in Southeast Asia. It also explores the various themes and issues that have underpinned evolving Southeast Asian perspectives on US foreign policy. Issues discussed include colonialism, the Cold War and globalization. The author argues that despite their differing perspectives, the nations of Southeast Asia would all prefer a greater measure of clarity, compromise and consistency in US foreign policy.
