This commentary highlights the difficulties faced by Timor-Leste in countering illegal immigration and human trafficking operations which use the state as a staging-post on the way to Australia or Indonesia. It notes the collapse of the national police force and the completely inadequate marine security fleet as contributing factors in the increase in organized crime and instability.
