This brief examines Russia's position on climate talks in the run-up to the Copenhagen summit. The authors assert that Russia's position remains a 'black box,' making it a challenge to foresee how Russia will act. The authors argue that other countries need to define an acceptable minimum contribution for Russia and need to, above all, present a united front in order to ensure that Russia is forced to commit to meaningful emission reductions.
