This brief analyzes the opportunities for EU-Moldova relations and for the Eastern Partnership that followed the 2008 elections in Moldova. The author argues that Moldova could serve as a laboratory for a different sort of European neighborhood policy: a partnership that is more effective, more attuned to local needs and that gives palpable benefits for both the EU and its partners.
