This policy brief analyzes various EU treaties in order to ascertain the role and powers of the European Council president and high representative of the Union for Foreign Affairs and Security Policy. The authors note that the new president's prerogatives need to be more precisely defined, and the role of the high representative vis-à-vis EU Common Foreign and Security Policy also requires attention.
