This brief examines the Saudi position on climate change policy. The author explores the four pillars around which the Saudi position has evolved: preserving oil revenues, receiving compensation for the adverse impacts of climate change mitigation, avoiding commitments, and acquiring technology and capacity for adaptation. Although she characterizes Saudi Arabia's long-term position as one of obstructionism, clear points of dialogue with the West exist and should be pursued.
