This publication examines the role of small informal groups in multilateral negotiations, focusing on a case study of the Invisibles Group in the World Trade Organization (WTO) from 1995-1999. The study highlights these groupings as creating a cross-cutting coalition in favor of the conclusion of multilateral agreements. It discusses the demise of the Invisibles Group in 1999, and explains the flawed reasoning which led to its eventual failure.
