This commentary refers to the battle against piracy in Southeast Asia, specifically in the Malacca Strait. The author recommends extending the scope of the battle against piracy from the high seas to onshore. He notes that the past successes in combating piracy stemmed from the ability of littoral provinces to offer young people other economic opportunities. Piracy, they contend, must be considered not only a commercial issue but also a social one.
