This publication examines Nepal's fragile post-conflict environment, particularly the continuation of a culture of impunity. The authors acknowledge that there are tensions between the pursuit of justice and peace in such a context, yet note that accountability is key to the management of Nepal's fractitious transition from war to peace. The report provides recommendations for all parties, including the different political actors in the country.
