This paper is one in a series of region-specific Background Papers produced by SIPRI to inform discussions during these meetings. Specifically, this paper provides background information for the regional meeting on East and Southern Africa. Section II gives a general overview of international arms transfers to and within East and Southern Africa in recent years, including small arms and light weapons (SALW). The transparency of these transactions is assessed in section III. Section IV includes brief conclusions.
