As 2007 has been designated by the EU as the Year of Equal Opportunities for All, the focus of this issue is on strategies within the EU and in its immediate neighbourhood to promote equality of opportunities for members of autochthonous national and ethnic minorities. Within the EU, the aim is to analyse the impact on members of national minorities of EU policies to tackle social exclusion.
