The text presented here is the background study on the political system in Azerbaijan and Kazakhstan. It deals with the development of the formal political system as well as its practical application. In our analysis, we focus on the direct policy outcomes of the interaction between political and economic elites in Azerbaijan and Kazakhstan since the end of the Soviet Union.
