This paper describes and analyzes Chinese positions on the most critical and impending nuclear arms control, disarmament and non-proliferation issues that the international community faces. Section II describes how China first formulated its positions on these issues and how their implementation has changed. Section III examines China’s positions on modernization of its nuclear force, the NPT, multilateralization of the nuclear fuel cycle, and nuclear disarmament and the elimination of nuclear weapons. Section IV considers the next steps that should be taken for more effective engagement between China and the international community on nuclear issues.
