This fifth monograph in the series examines the two nuclear superpowers that together posses more than 95 percent of the world’s nuclear weapons. In recent months, the new administration has dedicated the goal of a world without nuclear weapons as a top priority for the US. Russia has agreed to the call for global zero—and is pleased to be negotiating joint strategic reductions with the US - but requires an improvement in its security relationship with the West before it will be willing to forgo its reliance on its nuclear arsenal.
