In the British context, Blair’s reference to doctrine in his 1999 speech to the Economic Club in Chicago was exceptional. Now, over a decade later, with his premiership well behind us, it is perhaps time to consider the impact of his message then and since. What exactly was the Blair Doctrine? Did it define British strategy during the years that followed? Does it retain any relevance today and, if so, will its legacy endure?
