According to this brief, the OSCE is gradually losing its sense of identity, purpose, and means of effective engagement. To reverse these problems, however, requires that we understand what made the organization effective or ineffective in the past. This brief therefore reviews the organization's three distinct historical phases, starting with the signing of the Helsinki Final Act in 1975.
