This paper contributes to the health policy dialogue in Papua New Guinea (PNG) by exploring the role and value of demand-responsive mechanisms, alongside supply-side instruments, for improving both the provision and utilisation of health care services. The assessment highlights the potential value for PNG in increasing the emphasis in the health service mix on mechanisms that could encourage service provision that is better informed about, and more responsive to, underlying demands.
