This study explores the opportunities and limitations of two regional bodies in the Middle East - the Gulf Cooperation Council and the League of Arab States - to assist their memberships in complying with UN Security Council Resolution 1540. The study concludes that key features of the GCC and the Arab League, scope and focus, current and evolving institutional infrastructure, and ongoing and prior work related to 1540 implementation, make them appropriate bodies to assist their membership with 1540 implementation.
