Although all nations of the world, the developed and the developing, depend on maritime trade as the main engine that drives the global economy, the international community has, until very recently, largely ignored the very real vulnerabilities to its marine transportation system. Even now the efforts underway or being considered are not commensurate with the threat and its possible consequences.
