The United Nations Environment Programme (UNEP) is supposed to be the principal body within the framework of international environmental governance (IEG). However, a poorly coordinated, enormously complex system of almost 500 multilateral environmental agreements has been built up around the programme, which is itself inadequetly equipped in terms of finances and staff.
