This report focuses on current realities in the North: local attitudes, Belgrade's influence, Pristina's limited attempts to engage, international strategy and problems in law enforcement, justice and border controls. It builds on previous reporting on Kosovo's Serbs and the North, on Kosovo's transition to independence and its relations with Serbia. In March 2011 Belgrade and Pristina started an EU-facilitated dialogue to address the practical problems that have developed due to their disagreement over Kosovo's status.
