This publication focuses on agreements, facilitated by a third party, that define the rules and modalities for conflict parties to stop fighting. It examines the circumstances in which ceasefires are negotiated and the extent to which they may facilitate the transition from war to peace. A central consideration is that they are but one element of a wider political, social and economic process.
