This paper provides an assessment of the military reform process over the last 12 years in Indonesia, analyzing the extent to which the process of democratization has shaped the role and mission of the military. The paper finds three major strategic gaps undermining the process of reform: a regulation loophole, a defence-economic gap, and shortcomings in democratic control of the armed forces.
