This report, based on a year-long examination of US security assistance programs, argues that the Department of Defense’s role in security assistance has grown in response to immediate circumstances, based on a particular conception of what US security assistance programs are intended to accomplish. This report argues that the US security assistance portfolio should be restructured around the objective of effective, efficient, and accountable governance.
