This Policy Brief analyses the shortcomings of the Parliament’s current Rules of Procedure and provides suggestions as to how it can improve both its dealings with lobbyists and the rules governing Members of the European Parliament (MEPs). It recommends a new code of conduct for MEPs; the prohibition of any gifts and travel by lobbyists for MEPs; clearer rules regarding MEPs’ potential conflicts of interest and disclosure of financial interests; creating an ethics committee and introducing more formalised ways of consulting external stakeholders.
