This report presents the findings of a survey conducted with countries that contribute troops to UN peacekeeping operations, with a particular emphasis on the pre-deployment training the troops receive on protecting civilians (PoC). The report’s authors conclude that the training that’s being done at the national-level doesn’t fully embrace UN policy and guidance on PoC, and recommend specific steps to resolve the problem.
