Early in 2011, US President Barack Obama and President Hu Jintao of the People’s Republic of China committed to improving the US-China bilateral relationship. In a joint statement, they specifically agreed to "advance cooperation to address cybersecurity". In anticipation of this commitment, over a year earlier the EastWest Institute and the Internet Society of China convened a team of China-US experts for an ongoing bilateral dialogue on cybersecurity issues. This report represents the first effort by Chinese and US experts to work together on a major cyberspace challenge.
