This Policy Paper provides the first comprehensive overview of existing UN instruments that require states to report on their arms transfers, transfer controls and enforcement measures. It lays the foundation for a relevant and robust Arms Trade Treaty (ATT) reporting mechanism by (a) facilitating discussion on the types of information required to assess compliance with an ATT (b) providing ‘lessons learned’ from the reporting to relevant multilateral instruments and (c) highlighting the positive contribution made by NGOs to the monitoring of international arms transfers and implementation of national transfer controls.
